I mean, it's low already. You can do a running compression test to verify. Compression number are going to be different when doing a compression test with the engine running(Low).
What I would be looking for is when you rev up I would expect to see your compression drop way low if the intake valves were indeed stuck closed or partially closed.
When you are doing a static compression test, what are your numbers on the first stroke? It should be at least half of the final result. So around 75psi.
